The nonpartisan Legislative Analyst's Office is the so-called "conscience" and "eyes and ears" of the legislature. Since 1941 it has provided fiscal and policy advice based on ongoing, in-depth research of programs, bills, and the annual budget. It remains one of the premier sources of expert information about state programs and the budget.
