A documentary about the hurricane could be either a secondary or a tertiary source. If the filmmaker is the sole interpreter of the events and uses only primary sources for the film, it's a secondary source because it is only one step removed from the event. If the filmmaker compiles not only primary sources but secondary sources as well, and weaves them into the narrative of the documentary, the documentary is a tertiary source because it's more than one step removed from the event.
