Although most media in the United States is privately owned it is nonetheless subject to some public control. During radio’s golden age the number of stations was such that signal interference threatened the entire industry. To that end, the government passed the Federal Communications Act, which created the Federal Communications Commission, an independent regulatory agency in 1994. This bill called for fairness in broadcasting through the equal time rule, the fairness doctrine, and the right of rebuttal. All of these have since been limited or eliminated. In 1996 the Telecommunications Act was passed that sought to open up competition and promote diversity but instead facilitated the mergers that further concentrated media ownership. Another example of regulation came under Barack Obama’s administration when it sought to enact net neutrality, which would ensure that all Internet traffic would be treated equally. In 2018 the Trump administration overturned this policy.
