Who was Hugo Grotius and why is he important for the study of international relations today?

Hugo Grotius was the 16th century Dutch scholar whose work is the first comprehensive basic treatise of international law. He rejected divine authority in favor of universal reason and theorized that customary practices of nations as they related to how one another must guide law. His thoughts served as the basis for positivism, or the theory and development of international law based on the practice of states and conduct of international relations as evidenced by customs or treaties.
