A compiler has to be specifically designed for a VLIW processor and the compiler has to perform all dependency
checking to ensure that data dependencies do not appear in the code. A superscalar machine performs the scheduling of instructions itself internally, and, therefore, a special compiler is not required. However, compilers can still be optimized to support the superscalar’s operation.
