Possible answer: It seems that one of the most important ways to build social bonds for current offenders is to train them to get a legitimate job and actively help them seek employment. Also, it is important to get them involved in pro-social groups that will serve to keep offenders from going back to bonds with the people in their past. Church, the YMCA, and intramural sports teams may be good options for many offenders transitioning back to the community. Importantly, helping offenders find stable housing will keep them from the problems (and people) of street life.
