Briefly explain Quine's concept of the "inscrutability of reference."

The "inscrutability of reference" means that we cannot determine, just on the basis of empirical evidence, what a speaker is referring to. He suggests that someone pointing in the direction of a rabbit might be referring to the rabbit, rabbits, the availability of meat from the rabbit, or the momentary appearance of the rabbit (as it comes out of the bushes, for example). In other words, our interpretation of reality can't be settled by the facts themselves.
