Answers will vary. The various nations of Europe relied on the Triple Alliance and the Triple Entente as holdovers from the earlier Congress of Berlin in 1878 to manage the war. They used civilian labor and resources and intervened in state economies, in direct violation of the liberal principles of laissez-faire economics. They promoted the interests of nationalism by using propaganda in active campaigns to market the war to the masses and gain popular support. They looked to military technology to shorten the war, with just the opposite effect actually occurring.
