Do teachers have an institutional monopoly of services? Why or why not?

On one hand, teachers do have a monopoly of services. As a rule, only those who are certified members of the profession may teach in public schools. On the other hand, the varied requirements we find for certification and for teaching in private schools weaken this monopoly. In addition, any claim teachers might have as exclusive providers of a service is further eroded by the practice of many state systems of approving temporary, or emergency, certification measures to deal with teacher shortages.
