Answers should address the adolescent-limited offender as being the majority of juvenile offenders
who stop committing such acts by about age 16. These account for approximately 95% of the adjudicated
young people. Life-course persistent offenders are the remaining 5% of adjudicated young people. These
offenders who begin committing acts of delinquency at a young age will continue to commit acts of
delinquency and crime well into adulthood. The key determinant of whether one will be an adolescent-
limited offender or a life-course persistent offender seems to be the development of the psychosocial
maturity of the youth. Such maturity requires three important components: the involvement of at least one
caring and committed adult in the adolescent’s life; a peer group that values academics and pro-social
behavior; and, the development of independent and critical thinking skills.
