There were about 25 million newly eligible voters as a result of the passage of the Twenty-Sixth Amendment. About 42 percent of them turned out to vote. They did not really flock to either party or any candidate. There have been many predictions of a "youth surge" in subsequent elections. Even where there have been increases (2008), the relative turnout of this group has always been low.
