Although the Final Solution was not proposed until 1942, the persecution of the Jews in 1930s was a steady, almost imperceptible process. Propaganda Minister Goebbels used all the means at his disposal to glorify Aryans and make the Jews and other undesirables appear to be less and less human. Films by Leni Riefenstahl and others depicted the Jews as subhuman and the Nazis as quasi-gods. Pro-natalism and the glorification of the Aryan mother was emphasized, while the Nuremberg Laws made citizenship and relationships such as marriage dependent on ethnic identity as defined by the state.
