Why does the U.S. government use the term “public affairs” instead of “public relations”?

After seeing the success of publicity agents serving business clients at the turn of the 20th century, government agencies began hiring publicity specialists to help shape public opinion. Big business interests that were concerned about the impact of this trend and its effect on business pressured Congress to restrict the allocation of funds to government agencies for publicity purposes, which were often grouped under the function or title of PR. In response, Congress added what became known as the Gillett Amendment to legislation creating the Interstate Commerce Commission in 1913. The actual amendment stated that “appropriated funds may not be used to pay a ‘publicity expert’ unless specifically appropriated for that purpose.” To avoid the pre-approval requirement, government agencies began to use the term public affairs in place of publicity or public relations.
