Discuss the pros and cons of a regime like the Qin dynasty, with its notably well-organized administrative bureaucracy

Please provide the best answer for the statement.

1. The Qin Dynasty built the Great Wall, which stretched from the Yellow Sea east of present-day Beijing far into Inner Mongolia; built nearly 4,350 miles of roads; sponsored the standardization of the written language; introduced a uniform coinage; decreed that all wagon axles be the same width, so that they would uniformly fit in the existing ruts on the Chinese roads; introduced a system of weights and measures; and divided the country into administrative and bureaucratic provinces that in some cases persist into the present day. In addition, the dynasty produced such marvels as the tomb of Qin Shihuangdi, with its thousands of life-sized earthenware soldiers.
2. At the same time, the Qin suppressed free speech, persecuted scholars, burned classical texts, and otherwise exerted absolute power. Coupled with an oppressive tax structure imposed to pay for their massive civil projects, the actions of the dynasty soon led to rebellion, and after only 15 years in power, the Qin collapsed.
