The Malcolm Baldrige National Quality Award criteria section 2: Strategic Planning, examines how the organization sets strategic directions and how it creates key action plans to support the strategy. Applicants are asked to describe their organization's strategy development process. This process must address a variety of key factors, including customer and market needs, expectations and opportunities, the competitive environment and the organization's reaction to it, the organization's strengths and weaknesses, including technology or human resources. Recognizing that strategy development and strategy deployment go hand in hand, this section asks how the strategy developed by organizational leaders is deployed in order to be effective. Organizational strategy should address supplier or partner strengths and weaknesses. Organizations are also affected by existing economic, societal, and financial conditions, so these must be addressed. Strategic plans must include objectives and the time frame for accomplishing those objectives. The award is interested in how an organization translates its strategic plan into actions, both short and long term. Emphasis is placed on the use of performance measures to track the organization's progress toward reaching the strategic goals and objectives outlined in the strategic plan. To create and deploy a strategic plan, the organization must find the answers to the following three questions:

What business are we really in?
What are the organization's principle strengths and weaknesses for competing in this market compare to what it takes to compete successfully?
What does the organization wish to become in the future?
