Terrorism is often resorted to by people who have little power and few resources with which to attack what they see as injustice. However, in addition to the traditional political motives and goals of terrorists, some terrorists today are motivated by ethnic loyalties, others by religious fervor, and still others are basically criminals who use the intimidation of innocent civilians to achieve criminal goals.
