One barrier is the lack of some basic facts about the policy questions; examples include defense policy and highly technical fields of research such as nuclear power/energy and the effects of toxic substances. Another major barrier is the lack of adequate information provided to policymakers about the underlying process(es) that created the problems they are attempting to solve--for example, the poverty problem.
