Although JVR data are frequently cited by tort reformers, the organization is not considered a reliable source because it does not conduct systematic and representative sampling and, in fact, does not include defense verdicts or take-nothing verdicts in its calculations. It also relies on reporting by lawyers, on word of mouth, and on media reports but does no original research into actual verdicts.
