The crime of stalking generally refers to some form of repeated harassing or threatening behavior. A stalker is someone who intentionally and repeatedly follows and tries to contact, harass, or intimidate another person.
Though most states define stalking as the willful, malicious, and repeated following and harassing of another person, some states include in their definitions such activities as lying in wait, surveillance, nonconsensual communication, telephone harassment, and vandalism.” Other experts have asserted that although statutes vary from one state to another, most define stalking as a course of conduct that would place a reasonable person in fear for his or her safety and that the stalker attempted to and did in fact place the victim in fear.
