ANSWER: Answers may vary: Childhood matters. If a child is continuously abused their ability to function as normal rationale adults is compromised. Many believe offenders can control their behavior regardless of their upbringing. Others believe, and the law tacitly recognizes, that suffering long-term abuse does alter brain function and may contribute to delinquent or criminal behavior.
