Intelligence-led policing is person-focused crime analysis, specifically, it is primarily concerned with identifying and targeting offenders, or potential offenders. As it is well known that a small number of offenders are responsible for a large number of crimes, it would seem beneficial to identify these individuals, and either deterred from committing criminal activity, or incapacitated so that they cannot engage in criminal activity. In addition to identifying high-rate repeat offenders, intelligence-led policing also incorporates an element of prediction. The prediction is about which people may commit crimes, and identifying these individuals before they engage in the activity.
