Administrative warrants are issued after an affidavit is submitted showing that there is due cause for the search. Unlike a normal search warrant, which is granted only if the applicants present facts that establish probable cause for the search, the administrative warrant can be issued based on a showing of reasonable legislative purpose for the search. The legislative purpose is not based on the individual. It would be enough to show that the state legislature authorized an inspection of all homes in the city every four years. If the city enacted an ordinance that required that one quadrant of the city be searched each year, the legislative purpose would be satisfied. The only showing related to the individual residence would be a map demonstrating that the house was located in the quadrant that was currently being inspected.
