are driving. Having passengers in the car increases the likelihood of high-risk behaviors. A graduated
license allows teens to get used to driving while also allowing the prefrontal cortex to mature. The
laws usually include stiff punishments if the young person is caught violating driving laws, making it
less desirable to do so.
