This is the idea of issue-attention cycle. The suggestion is that the
public only has temporary interest in an issue as a result of realization that
resolving the issue involves significant costs, the media's endless crusade for new
novelty, and an apathetic attitude that the government will take care of this. This
has not happened with the environmental movement because the public still has
wide support for environmental movements (over 95 percent in over 40
countries). Yet simultaneously, this support is showed to wane when costs are
involved in resolving the environmental problem, dropping to around 60 percent.
