Cocaine blocks the reuptake of dopamine in the synapse, meaning that dopamine remains in the synapse longer and can have longer effects. While the extra dopamine creates inhibition, where this inhibition occurs is primarily in the cortex. Since the cortex often acts to inhibit lower brain structures, removing that inhibition allows lower brain structures to have increased activity. This appears to be how cocaine has stimulant effects.
