They are by definition the same, that is, a comparison of size. They are used to compare different kinds of size relationships. Proportion is a comparison of sizes in the larger composition or the design as a whole. These relationships tend to be transparent to the eye. Scale, on the other hand, is a comparison of size of compositional elements–the visible elements that can be seen on the surface.
