Truth-in- sentencing laws are intended to make sure serious offenders spend some time locked up. Three-strikes laws are supposed to make sure that offenders who are convicted of a third felony are sent to prison for a very long time (sometimes for life). Supporters claim that both types of laws will "help restore the credibility of the criminal justice system and will deter crime.". Opponents believe the harsh penalties will not have much effect on crime and that imprisoning offenders for such long terms will cost states more than they can afford to pay.
