Answers will vary. The primary legal function of the law is to maintain social order by protecting citizens from criminal harm. This term refers to a variety of harms that can be generalized to fit into two categories:1. Harms to individual citizens' physical safety and property, such as the harm caused by murder, theft, or arson, and2. Harms to society's interests collectively, such as the harm caused by unsafe foods or consumer products, a polluted environment, or poorly constructed buildings.The first category is self-evident, although even murder involves different degrees, or grades, of offense to which different punishments are assigned. The second category, however, has proved more problematic, for it is difficult to measure society's "collective" interests.
