Needle exchange does nothing to treat the addiction itself. To some, it also seems to condone the use of injectable drugs. However, HIV prevention is relatively cheap. For the price of a condom or a sterile needle, lives and several thousand dollars in health system costs from caring for an AIDS patient can be saved.
