It refers to the constitutional requirement that a candidate must win not only
the most votes but also a quarter of the votes in at least two-thirds of Nigeria's states in
order to win the presidency. This means that, for example, a presidential candidate is
forced to appeal to voters across regions, since no single region—north, southeast or
southwest—contains two?thirds of Nigeria's states. The federal character system has
been in place since Nigeria's second experiment with democracy (the Second Republic,
founded in 1979), and was created with the goal of undermining the inter?regional
conflict that contributed to the Biafran War.
