following principles: 1. uphold juveniles’ Constitutional rights throughout the delinquency
process and recognize the need for competent and diligent representation; 2. recognize
that legal representation of children is a specialized area of law; 3. support quality
juvenile delinquency representation through personnel and resource parity; 4. use
expert and ancillary services to provide quality juvenile defense services; 5. supervise
attorneys and staff and monitor work and caseloads; 6. supervise and systematically
review juvenile law staff according to national, state, or local guidelines; 7. provide and
require comprehensive, ongoing training for all attorneys and support staff; 8. present
independent treatment and disposition alternatives to the court; 9. advocate for the
educational needs of children; and 10. promote fairness and equity for children.
