John Locke believed in a social contract theory—that people in society have an unwritten agreement with one another. For example, as long as news organizations uphold their social responsibility of reporting news with integrity, then society might not call for government regulation of news content. John Stuart Mill's principle of utility holds that we should seek the greatest happiness for the greatest number. Mill was concerned about what would bring the greatest good for society, which he defined as benefiting the largest number of people.
