In 1984 Congress passes the Comprehensive Crime Control Act, which enhances the penalties for violations of the Controlled Substance Act and expands asset-forfeiture law, allowing both local and federal drug enforcement agencies to keep the majority of the money made from the sale of seized assets.
1986 Congress passes the Anti-Drug Abuse Act of 1986, which places mandatory sentences for federal drug convictions, eliminating a judge's discretion in pronouncing a sentence.
1988 The Anti-Drug Abuse Act of 1988 increases penalties for drug offenses involving children and creates a cabinet-level position of Director of National Drug Control Policy, often referred to in the media as "Drug Czar."
