Varies. A sample answer follows. I believe that unless SHU stays are short and related to extremely violent behavior or severe illness, they are cruel and unusual punishment. Human beings were not meant to be isolated from all contact for long periods. The near-total lack of programming means that prisoners have almost no chance at rehabilitation. It has been shown that SHU inmates can deteriorate rapidly. SHUs are expensive to run and extremely stressful for guards. Finally, there are already about 25,000 SHU slots in the country, and with prisons already overcrowded, wardens and administrators will face pressure to put prisoners in SHUs when they do not really belong there.
