Also, this type of release can reduce stress among offenders because they know that nothing can stand in the way of a definite release date. On the other hand, discretionary release emphasizes rehabilitation and helps offenders become constructive members of society. A combination of the two releases can be effective. For example, an offender could be given a definite release date, but also be given an opportunity to rehabilitate. If the offender shows significant rehabilitation, the release date can be moved forward with the understanding that the offender will continue rehabilitative programs back in society.
