For most sanctions, their goals can be divided into five types.First, one of the goals sought by a sanctioning country is to weaken the target state’s military and economy, often as a prelude to war.Second, sanctions are also commonly used to destabilize a government, often in hopes of changing the leadership, type of government, or its policies. Third, in another security-related purpose, states often use sanctions in an effort to limit the proliferation of nuclear weapons. The final two goals include human security goals such as promoting better human rights, democracy, or both.
