Congress has 4 roles (pg. 141-53):
a. Problem Identification: members of Congress identify problems that need to be addressed; can be from trigger events, the media, their constituency, interest groups or bureaucracies
b. Agenda Setting: members of Congress help set the agenda; as a result of a moral panic, to satisfy their constituents, as a favor for the president, as a result of promises made during a campaign; can also come from interest groups or bureaucracies
c. Policy Formulation: lawmaking process
d. Other roles: funding process, implementation of policies, oversight, public education
