In order for a drug to be listed on Schedule I, it must meet three criteria: it must have a high potential for abuse; it must have no currently accepted medical use in the United States, and there must be a lack of accepted safety for the use of the substance. In order for a drug to be listed on Schedule II, it must meet three criteria: it must have a high potential for abuse; it must have a currently accepted medical use (sometimes with severe restrictions), and abuse of the substance may lead to severe psychological or physical dependence. Drugs listed on Schedule III meet these three criteria: the substance has less of a potential for abuse and misuse as the substances in schedules I and II; the substance must have a currently accepted medical use in the United States, and it may lead to moderate or low physical dependence or high psychological dependence. When a drug is listed on Schedule IV, it meets these three criteria: it must have a low potential for abuse (lower than those drugs in Schedule III); it must have a currently accepted medical use in the United States; and abuse of the substance may lead to limited physical dependence or psychological dependence. In order for a drug to be listed on Schedule V, the substance must meet these criteria: the substance must have a lower potential for abuse than the Schedule IV substances; have a currently accepted medical use in the United States; and have little potential for physical or psychological dependence.
