The authors explain that definition of child maltreatment varies from country to country, as do attitudes and child-rearing practices. Thus definitions are hardly agreed upon on the global level. Additionally, it is not just that definitions of child abuse that vary or are not universally agreed upon, but when you take into consideration the various child labor laws, military conflict, and so on, these also affect definitions, and what is regarded as normal family functioning. Thus, writing about the state of child abuse and protection worldwide in a succinct or overarching way is very difficult, because attitudes, laws, practices, context, and definitions vary from country to country.
