Over the past 30 years, mandatory sentencing laws, three-strikes laws, and other get-tough policies significantly increased the use of incarceration as a sentencing option. As a result, even though crime rates began to decrease in the U.S. in the mid-1990s, the number of convicted offenders being sent to prison continued to increase. The rising incarceration rates led to significant prison overcrowding problems at both the state and federal correctional levels.
