Varies, but positives for hiring internally may include that they already know your organization, less transition time, generally cheaper, have greater knowledge of organization, and greater chance of being successful. For external, supervisors may be reluctant to lose good employees, could utilize employee referrals, new ideas, internal talent not always available, and that needed expertise may not be available in-house.
