Explain the relationship between overcrowding and programming in prisons.
What will be an ideal response?
Overcrowding can bring an end to programming. If the prison converts its classrooms to dormitories, then there is no longer anywhere to hold education classes or group therapy sessions. Even if class space is still available, overcrowding can cause stress and chaos that makes it difficult for programming to be effective.
