Congress passed the National Child Search Assistance Act in 1990 which prohibited police departments from having waiting periods before declaring a child missing. This was useful in most abductors would have time to escape the local area if there were long waiting periods, which in turn would mean a less chance of catching the offender. In addition, the burden of proof had fallen on the parents to demonstrate their child was kidnapped; a difficult task at best. The federal government sponsored the National Center for Missing and Exploited Children. This program developed a linkage to 30 federal agencies, 50 state clearing houses, and more than 60 non-governmental organizations. It contains a cold-case unit which has reported a 97% recovery rate.
