Watergate straddles the line between "little corruption" and "big corruption." Examples of "little corruption" include violation of election laws, donations to political figures for personal use, quid pro quo action by the administration for campaign contributions, and probably income tax evasion by the President. What make Watergate so terrible are the aspects of "big corruption." A shadow government that thought of itself as exempt from accountability to the public and other branches of government came as close to despotism as this country has ever seen.
