Even into the nineteenth century options for assistance were very limited, and the most common recommendation to parents of children with these disabilities was institutionalization. Early in the twentieth century, the needs of war veterans forced increasing attention on people with physical and health disabilities, and this attention contributed to a gradual increase in concerns about children. Eventually, with the legal cases of the late 1960s and 1970s and the passage of IDEA, these children claimed their rights along with other children with disabilities.
