The greatest difficulty was the lack of authority to enforce its policies. Although comprised of many international participants, no one was willing to authorize the use of force to ensure compliance with the decrees of the league. There was considerable distrust of the league, particularly by the so-called loser nations who felt that the league was merely the tool of the Entente, as well as criticism from socialists that it represented the capitalist interests in maintaining colonialism. The League of Nations was also ineffective in easing local tensions as small regions vied for self-rule.
