During the 1990s, the effects of the War on Drugs were being felt, and there was a mass prison building boom throughout the nation. Politicians heralded “tough on crime” platforms and introduced legislation that prohibited tuition assistance to inmates. The U.S. Department of Education resisted this change to policy and continued to support the use of Pell Grants in prisons. However, the passage of the Violent Crime Control and Law Enforcement Act eliminated the use of the Pell Grant by correctional inmates and, in the process, all but killed the offering of higher education in American corrections. Inmates now have limited access to higher educational opportunities even though it is recognized that education is important both as an opportunity for inmates to improve their knowledge and skills and as a correctional management tool that encourages inmates to use their time in a constructive manner. Correctional facilities, with few exceptions, require inmates to obtain a general equivalency diploma if they do not have one. Education beyond that is not nearly as prevalent as it used to be.
