Article 1, Section 9, Clause 1 of the Constitution prohibited Congress from stopping the importation of slaves from overseas until 1808 . (Slave trading within and among states was not mentioned.) In exchange, it was agreed that a simple majority of both houses of Congress would be needed to regulate commerce. (3) Three-Fifths Compromise: Population would be used to determine each state's delegation to the House of Representatives, and slaves would be counted as three-fifths of a white person.
