There were three parts to the MPF programs. The first “leg” included activities to help manager learn how to communicate more openly and build trust, manage their people more participatively, manage their direct reports more as a team, and provide constructive feedback in performance appraisal sessions. The second “leg” concerned performance appraisal for all managers. Previously, managers were evaluated only on results. Now half of their evaluation would be based on results and the other half would be based on their behavior ratings from the MPF program. The third “leg” was pay for performance—rewarding managers according to how they were rated on the second leg. The symbolic significance of calling the program a stool with three legs convened that if one leg was removed, the stool would collapse. All three legs together were critical to the change process.
