Answers should address that until the mid to later 1800s, children were expected to work in trades or
farming. There was no compulsory education. Education was a voluntary enterprise and most children did
not attend school. The wealthy set up for their children. Until the mid-1800s, the majority of schools were
private schools. However, schooling for all children became important due to the rise of the industrial
revolution, urbanization of the population, a rise in the immigrant population, and the development of child
labor laws. By 1890, 27 states had laws that required public school attendance for children under the age
of 14. By 1918, all 48 states had such laws.
